Well, it was in 1975 (the following pinched from this month's edition of Thrutch).
1975 Editorial extract….
‘The SRC has already stated quite clearly its
attitudes toward the use of chalk. We do not
want it used on cliffs in NSW. If interstate
climbers will not respect this decision, which
is endorsed by the vast majority of club and
non-club climbers in this state, then we may
have to approach the National Parks and
Wildlife Service to have the use of chalk
banned on all cliffs in National Parks in NSW.
Interstate climbers should either abide by
local conventions on chalk or stay away. We
do not want chalk aid used on NSW cliffs!’
That policy wasn't exactly successful was it.

Oh, I don't know....I think that most of the chalk use is under the radar...:)

I had to provide a blood sample to prove a sufficient level of chalk-use (absorbed cutaneously) in order to join the VCC. Blood chalk levels must be over 0.05%.
