Given the ease its easy access, why isn't this area more popular?

Can't say I've ever bothered walking up there, but it certainly looks like a big pile of choss from a distance.

Too far away from the good crags, and too close to rangers. The walking track up there has been closed for a few years as well.

and a lot of the rock isn't actually that good

And the rock that is good was blank from memory. Ended climbing mikl's route up the far left end which was good but with mikl's quality bolts of the era...
