Can someone suggest a tent for under 200. To sleep 3, not for snow, wind resistant and where to buy it.

Kmart, Aldi, Sams Warehouse, Theyre all good.

I can't vouch for them personally but there seems to be a heap of cheap oztrail tents on eBay around the $50-100 mark at the moment. I can't imagine they'd be that bad and you could probably have a look at them first in any if those rays outdoorsy type shops.
This is becoming a bad habit on here, but I bought a $30 aldi hiking tent about 1 1/2 ago and it's been perfect. You just have to wait for them to be rereleased.

Yeah surprisingly, it's pretty much like the black wolf mantis. There have been some dome tents in there since that didn't look as good though.

I use the yellow single pole dome type aldi tent, works great for the price
Its even got some mad cranker climbing on it :)

Bunnings sells good tarps cheap.
