hi all,
i gather from previous posts on chocky that ACIA is well regarded, but is there any regulation of climbing instructors on Australia? Is it worth an experienced foreign guide getting certified?

The Department of Education does publish some guidelines for the qualifications instructors should have:
http://www.education.vic.gov.au/school/principals/health/Pages/outdoorclimbrockpeople.aspx#H2N10047
Whilst ACIA certification isn't necessarily required by the guidelines, quite a few schools prefer to only use ACIA qualified guides rather than having to trust someone's judgement that an instructor has "equivalent documented experience in lieu of certification/accreditation". Getting an ACIA qualification probably means getting more work.
The ACIA does have some RPL procedures if you've got an overseas qualification.

ACIA is not exactly national, there are other accrediting bodies such as SAREA, TCIA, PACI.
