I am not a lover of oh&s when it comes to crueling a job, however I can relate to your being gobsmacked(?) somewhat, at their free-soloing. I once parked while passing by, to watch telstra technicians (subcontractors?), do similar on a freestanding telecommunications tower out Hay way. I am surprised, but not offended, at their lack of protection in performing that task.

I don't see why they couldn't just tie into a short rope and simul-climb with a couple of biners and slings? Pretty easy, nearly as fast, and a zillion times as safe.

Having taken an elevator to 1600' that means there's only 50 meters of climbing. Why you wouldn't take a rope and 10 or 12 draws/slings is a mystery; lead or simul. "No fast way down...", how about one or two raps to an elevator?
Was that a storm in the back ground coming in? And why does it take 2 people to change the light globe at the top? if thats what they were there to do.
It was interesting (disturbing) that while i was watching the footage, some workers was trying (again) to fix an underground gas leak, and when some other crew turned up and one decided to light a ciggy!
