Where in Germany are you?
Join the DAV - then meet climbers through that + get insurance!
There is always someone at a German Crag on the weekend - with a population of 80mil+ & not much climbing in the north; there's bound to be a climber nearby..

September isn't exactly peak season, but the following crags are easily accessible by public transport:
Paklenica in Croatia (Fly to Zadar & get a bus to Stari Grad) - good campspots, by the sea, lots of climbers all the time. My favourite crag in Europe.
Lake Bohinj in Slovenia - get a bus from Lublijana & hang out with the guy who runs the climbing shop & wrote the guidebook.
Chamonix - train & camp; muck around at Le Gaillands - always a dozen people there - or learn to mountaineer :)
You could try Spain, I've only been to Mont Serrat in November - but we did that by public transport no worries. The campsite has guidebooks and usually a few climbers about.
We drove to Orpierre - so can't say how easy it is without a car - but it's totally the place to meet other climbers and stroll to the crag & duck back for a pizza at lunchtime.
