In Victoria for groomed trails you could try Dinner Plain near Hotham (I think you don't have to pay any entry fees or parking fees for parking in hotham if you tell them at the gate you are going to Dinner Plain) - you can also get the shuttle bus between Hotham and Dinner Plain (not sure if it is free) so you only have to ski one way.
OR
Lake Mountain. Lake Mtn probably won't have good cover yet, but you can check it out on the webcams.

Second Dinner Plain, Falls Creek is OK too. Lake Mtn is for millionaires.

Since this is a climbing site, why not Mt Buffalo? They have groomed trails and it looks to be free. I guess the snow cover would be have to be good though.

If you really haven't done any before, lake mtn, very limited and costly though it is, is probably the best bet. It's actually really pretty, or at least it was 10 plus years ago ... It's also super close to Melbs. I used to go to Stirling a bit, being much better than lake mtn and not that much further, but they lumped it in with Buller a few years ago, so now you're stuck with Buller queues and Buller entry fees. The lower trails are easy peasy, and I've managed to get a beginner up to the summit before as well.
Baw Baw and St Gwinear are also very close to Melbs, cheaper than the main resorts (Gwinear in particular as it's just x country), plenty of beginner stuff. I've never managed to ski at Buffalo as it often doesn't get much snow. But I was sitting on the top of the hump this summer thinking I really should get there in winter, it'd be gorgeous.

Dearie me Mz Wendy, you are becoming geographically challenged being overseas and in another hemisphere and all. You have forgotten that the gorge is nowhere near the hump, other than they both have Mt Buffalo in common?
Derek my M10 love tells me to mention what I know you would regard as obvious, and that is the skiing is somewhat steeper at the gorge too, more like down country than cross country.

IMO the best place to learn XC is at Falls Creek around the Nordic Bowl, you can also take trips further afield out around Rocky Valley Dam either towards Ruined Castle and Sun Valley or the other way towards Washbed Creek when you get better at gliding. Falls has a great variety of terrain which all starts from mostly flat and forgiving, well groomed trails with steeper sections to practice climbing, step and tele turning on, the weather is almost always better at Falls than Hotham too with (usually) good snow and definately a less epic drive up the mtn.

Buffalo is also a wonderful place to go XC skiing. The road up to the Horn is fantastic, as is the ski from Catani to the Gorge, usually you have the place to yourself too. Only downside is a usual thin cover (tho it can also get epic) which is offset by the fact that nobody else is aound!
