This is true. If there are known coal resources in an area it can only become a State Conservation Area e.g. Dharawal SCA near Wollongong, which essentially means - so the argument goes - that it is a National Park in every other aspect but that (underground) mining is allowed - and therefore all the attendant subsidence-related impacts (cliff falls, valley closure, cracking of stream beds etc) are essentially accepted, although argument over the scale of impacts, consequences and the relative culpability of mining constantly rages between the mining companies and the regulators.
