Exactly. The Government needs something that could be built before the election in March 2011. Even if an option is 'chosen' it wouldn't have a chance of getting planning approval by then. Not to mention all the approved infrastructure projects over the last 10 years that weren't built after Treasury decided it didn't like the numbers.
